"In comparing the stonework patterns in this photo to those in known photos of Flag, it is evident this is not of Flag Mountain's lookout. Given the Camp name of "Roubaix", I would guess this might be Custer Peak's lookout.

My father, mother, and myself have all sat as lookouts on Flag. They met in Hill City".
